Direct implementation branch for the 18-20% → 30% end-user runtime milestone. Includes bounded process/runtime control plane, IPC, PS/2 IRQ/input path, framebuffer/AYUI adapters, desktop shell, app/service supervisors, persistent file store/namespaces, IPv4/UDP packet engine, strict syscall validation, and CI/QEMU gates. This PR must remain draft until CI evidence passes.
